A number of crimes are taking place in the city and cops are surprised to find that all of them are being executed by kids around ten years of age. When CCTV footage reveals that a child breaks into a jewelry store and cracks open a highly secured computerized locking system they realise that there is a mastermind behind this. A Pied Piper kind of character is kidnapping children and using them to commit crimes.
